1. A party interested in developing a CWA submits a request to the Central Secretariat 2. The Central Secretariat evaluates and clarifies with the proposer(s) if the request is appropriate for a CWA. 3. The proposer, with the assistance of the Central Secretariat, establishes a draft business plan using the 'WS business plan template' and available guidance documentation, for the CENELEC Workshop (WS). Template WS Business Plan 4. The Central Secretariat, informs initially the CENELEC national members of the proposal for a CENELEC WS. At the same time, if the scope of the proposal falls within the scope of one or more CENELEC/TCs, Central Secretariat also informs those CENELEC/TCs. Then, the Central Secretariat announces on its web site the proposal for a new CENELEC WS, which includes: * the WS business plan * a registration form allowing potential participants to register for the CENELEC Workshop. If a CENELEC national member expresses an opposition to the proposal at this stage of the process, the Central Secretariat will deal with the situation through ‘Management By Exception’. 5. Organizations wishing to take part in the CENELEC WS return their filled-in registration forms to the Central Secretariat. The candidate CENELEC national members send their candidature to take on the CENELEC WS Secretariat to the Central Secretariat. 6. The Central Secretariat organizes the first meeting called the 'kick-off meeting' and sends an invitation together with an agenda and the draft business plan to the registered participants. 7. The Central Secretariat and the proposer of the CWA identify potential issues and seek to resolve these before the 'kick-off meeting'. 8. The "kick-off" meeting * decides by consensus on the proposed business plan * appoints the Chairperson an the Secretariat of the CENELEC Workshop 9. Once the 'kick-off' meeting reaches consensus on the proposed business plan, the CENELEC WS is officially created. 10. The CENELEC WS participants draft the CWA(s) according to the specifications laid down in the business plan. The draft CWA is then made available for comments to the registered CENELEC WS participants. The Central Secretariat may also make the draft CWA available for public comments on the CENELEC web site. 11. CENELEC national members, the WS participants and/or interesting parties express comments on the draft CWA. WS Secretariat creates a comments resolution report that compiles all the comments received. 12. The Chairperson decides when consensus is reached among the officially registered WS participants on the definitive text of the CWA. 13. The CWA is officially adopted. The WS Secretariat submits the approved CWA to the Central Secretariat. The Central Secretariat adds the CENELEC foreword to the text and allocates a reference (number or acronym), e.g. CWA 50XXX, before its circulation to the CENELEC national members for publication. When circulated, the CENELEC national members notify the Central Secretariat on whether and how they will make the CWA available in their country. 14. The CENELEC WS either *continues with the rest of its program as specified in the accepted business plan, or *reconsiders its business plan, and - may decide to start additional work, or - disbands itself.
