What is CGF?
It is now one a half years that the CENELEC Global Framework was approved by the General Assembly of CENELEC. During this time, a consultant has been hired to head the initiative and a dedicated CGF Working Group organized to lead the project has already met 5 times.
The main purpose of CGF is to promote the benefits of the use of International Standards in other regions of the world just like CENELEC does for the European area. If International Standards were recognized and implemented in all regions of the world, then all technical barriers to trade would practically be removed.
More specifically, CGF pursues the following objectives:
To display and promote the European Standardization system, including the benefits of reference to international IEC standards at regional/national levels
To encourage reference to IEC-based standards in regulation
To foster industrial cooperation for access to global markets
To promote mutual recognition of test results
Reporting on the China project
The China project consists of 6 phases:
Phase I started in October 2002 during the IEC General Meeting and was finalized end of February 2003. Phase II of the project is scheduled for 2003. This phase provides for the development of workshops to be held in China, to inform the different parties (Government, standardization staff, industry) of the European standardization system in order to facilitate international trade using IEC based standards.
Other CGF projects
MERCOSUR/AMN
To explore further contracts in South America (MERCOSUR/AMN) and to establish permanent collaboration (technical support, training, ...) between CENELEC and MERCOSUR/AMN to monitor the transposition of IEC standards in Latin America. A first action from the AMN/CENELEC collaboration protocol of 22nd of November 2000, refers to the training of AMN technical officers regarding the working of CENELEC.
The project owner of this project is the CENELEC Central Secretariat in cooperation with AENOR, the Spanish Electrotechnical Committee.

BRAZIL
To establish a Brazilian standardization system providing the permanent transposition and implementation of IEC standards in line with the EU/CENELEC standardization policy.
This action is performed in collaboration with the European Commission and the CENELEC co-operating partner CECAPI, the European Committee of Electrical Installation Equipment Manufacturers. A 2-day seminar on international IEC standardization will be held in Sao Paulo on 8-9 October 2003.
Mediterranean area
To explore further contacts in the Mediterranean area (Morocco, Tunisia, Libya, Egypt, Lebanon, Syria) to display and promote the European and international standardization systems and to assist local interfaces to develop an efficient standardization system, wherever appropriate. This action is led by CEI, the Italian Electrotechnical Committee. A first CGF event has been held at the INTEC 2003 International fair in Milan.
Russia
To display and to promote the European standardization, certification and market surveillance system and to emphasize the benefits of reference to international standards at national level in Russia.
The project owner for this project is DKE, the German Electrotechnical Committee.
Promotional material
To prepare self-explaining presentations on the European approach with regard to important IEC/CENELEC standard used to implement the New Approach Directives. Of importance to mention is the publication of presentations with reference to the energy efficiency of appliances and promoting the EU labeling system in and outside the EU.
This action is performed in collaboration with the CENELEC co-operating partner CECED, the European Committee of Manufacturers of Electrical Domestic Equipment and TC59X, a CENELEC TC aiming at providing consumer information related to household electrical appliances.
